Basic Principles of Electric Development - 13th Five-Year Plan

The 13th Five-Year Plan draws a blueprint for electric development from eight aspects, including power supply capability, electric power source structure, power grid development, comprehensive regulation capability, energy conservation and emission reduction, household power consumption guarantee, scientific and technical equipment development and electric system reform. The investment in the electric industry during the 13th Five-Year Plan period will reach ¥ 7.17 trillion.      

1. Power supply capability 

The total electricity consumption is expected to reach 6.8-7.2 trillion kilowatt by 2020, with annual growth up to 3.6-4.8%; the total installed power generation capacity of the country will hit 2 billion kilowatt, close to the level of moderately developed country. The proportion of electric power in the terminal energy consumption will account for 27%.      

2. Electric power source structure  

By 2020, the installed non-fossil energy power generation capacity will have reached about 770 million kilowatt, increasing by 250 million kilowatt than 2015; the installed gas electricity capacity would increase by 50 million kilowatt and the total capacity would be 110 million kilowatt, with the proportion exceeding 5%; the installed nuclear power generation capacity will have hit 58 million kilowatt. The coal power generation capacity will be controlled within 1.1 billion kilowatt and the proportion will drop to 55%.

During the 13th Five-Plan period (2016-2020), over 79 million kilowatts of newly-added wind power is expected to put into production while over 68 million kilowatt for newly-added solar power generation. By 2020, the installed wind power capacity of the country will have reached over 210 million kilowatt, with offshore wind power up to 5 million kilowatt or so; the installed solar power generation capacity will have hit over 110 million kilowatt, with 60 million kilowatts of distributed PV capacity and 5 million kilowatts of solar thermal power generation.   

3. Power Grid Development            

To plan channels that transmit the power to the outside and improve the capability of resource allocation. Arrange the energy from resource-rich area delivered to the outside and construct ultra-high voltage transmission channels; optimize the grid structure and enhance the level of systematic safety.  

To Upgrade the distribution grid and advance the construction of smart grid. Intensify efforts to transform urban and rural power grid and construct a modern power transmission network which is safe, secure, economic, efficient and eco-friendly; enhance two-way interaction between power source and user and facilitate the construction of high-efficiency smart electric system. 

4. Comprehensive regulation capability   

To strengthen construction of peak regulation and improve the systematic flexibility; take measures from the load side, power source side and power grid side; optimize the electric dispatching operation and improve the response capability of power demand side.       

5. Energy conservation and emission reduction 

To make great efforts to wipe out 20 million kilowatts of outdated coal units and reduce average coal consumption in active service to 310g standard coal per kilowatt hour; all 300,000 kilowatts of units realize the ultra-low emission. The comprehensive line loss rate will be controlled within 6.5%. 

6. Household power consumption guarantee 

During the 13th Five-Year Plan period, we will focus on prevention and treatment of air pollution and replace scattered burning coals with electric energy; the proportion of electric energy in the terminal energy consumption will be improved continuously; central heating shall replace small coal-burning boilers; take the initiative to develop distributed generation and make the efficient use of the nearby energy. The rate of co-generation and central heating at northern large and medium cities will reach above 60%. By 2020, newly-increased electricity consumption will have been up to 450 billion kilowatt hour.             

7. Scientific and technical equipment development       
     

To promote and apply a batch of new developed technologies that the market demands and realize the industrialization as soon as possible.   

8. Electric system reform 

To establish a sound electric market system. Build standard technical support system of electric market; take initiatives to cultivate qualified market entities and improve the mechanism of exchange. The pilot auxiliary service market will be open at northeast region and then extended to the whole country if succeed. By the end of 2018, pilot spot trade will have launched.     

To set up independent electric trade organizations that can run in accordance with regulations.
